Project Name: Dunbar Street Parking Garage City: Spartanburg State: SC Client: City of Spartanburg Department of Engineering Features: 5-level, 650-car, pre-cast concrete, open parking structure with future expansion capability. Description: Located on the site of an existing garage, this replacement facility provides additional spaces for further development. As a result of reducing the size of the existing site taken up by parking, development of a transit transfer facility and a commercial office building immediately adjacent to the new parking structure will be possible. Desman Associates served as the prime consultant, parking specialist and structural engineer of record for this project procured by the City using a construction management format. During schematic design, Desman consulted with several impacted City agencies and many other interested parties to ensure the design balanced the needs of the many users of the facility. This consulting process resulted in studying many street level retail space possibilities before the City abandoned the concept and balancing the needs of competing interests in locating elevators and egress stairs. Schematic design documents showing parking stall and equipment layouts, preliminary structural system layouts, preliminary plumbing plans, lighting requirements and outline specifications were prepared and released for construction management pricing. Desman assisted the City in developing Construction Manager Review criteria and in the selection process. Following construction management selection, Desman completed the project design working with the construction management to provide the City a cost effective structure that did not sacrifice the stated City requirement, but allowed the final project cost to be within the Guaranteed Maximum Price contracted by the construction management. Desman provided Construction Administration services for the project and, shortly thereafter, the City retained Desman to perform a parking occupancy study of the downtown area with a particular emphasis placed upon employee usage. |
