Description: DESMAN served as Midway Airport's Parking Consultant for the planning and design development phase of a new 3,200-space, multi-level parking structure. In Addition to reworking of the initial program development statement completed previous to DESMAN's involvement, DESMAN provided the functional layout and design of the garage as part of the Midway Terminal DESMAN Team. Core team members included the firms of A. Epstein & Associates as prime A/E and associate firms McDonough Associates and HNTB. The new garage located along the east side of Cicero Avenue and linked via overhead sky bridge to the new main terminal. The garage accommodates primarily short-term parkers along with rental car ready/return and other parking user groups. DESMAN's role in the project included: - Review and confirmation of project goals and program statement documents. This included the master plan concept, mix of parking user groups and length of stay durations and peak occupancies based on enplanement projections. - Review and configuration of site constraints at selected parking garage site. - Development of alternate functional design concepts during the functional design phase. Modifications made to the original program statement concepts were incorporated into the schematic functional drawings. Drawings depict parking layout, internal/external traffic flow, exit/entrance lanes, ramping system configuration and connections to external roadway systems, etc. Issues addressed during the functional layout included vehicle ingress points, ramping methods, number and location of entrance lanes/ticket dispensers, internal traffic flow, parking geometry, vehicle exiting, auxiliary space location and allocation, pedestrian routes/facilities, etc. - Consultation during the design development phase including concepts, details and specifications for numerous parking-related items. Those items included: security systems/features; location and text for directional/informational signage; revenue control systems, methods, equipment, etc.; long-term durability, etc. The parking garage project was built under a conventional design-bid-build delivery method and was completed in July 1999.
