Description: DESMAN Associates was retained to conduct studies associated with the feasibility of providing new parking facilities in the East Campus to accommodate resident students that currently park in remote parking lots adjacent to the university’s stadium. The comprehensive scope of services for these studies included:

  • a parking demand and occupancy assessment of existing parking facilities
  • an assessment of four sites to determine their ability to accommodate a multi-level parking structure to include planning level estimates of the number of parking spaces for each
  • a conceptual design with two options for the preferred site that included floor plans, elevations and a building section
  • a planning level cost estimate for the preferred site that included options for an all concrete structure, and for a steel framed structure
  • a traffic impact study of the primary roads serving the East Campus given additional parking facilities
The resultant studies call for a three-level parking structure on the Music and Speech Center site to accommodate approximately 1,200 parking spaces. Because of the topography of the site and the surrounding street system direct access to each level of the structure can be achieved. The parking structure can be designed to segregate the top level of parking from the lower two levels to provide exclusive parking zones for student residents and for planning level construction costs were estimated at approximately $16,300 per space for all types of construction.
The impacts of the additional parking spaces together with existing traffic issues resulted in the recommendation for the implementation of a roundabout at the intersection of Loop Road/Johnston Drive/Rhodes Road and the modification of the Horning Road intersection adjacent to the Music and Speech Center to implement a one-way traffic pattern around a half circle.
