Features: 600 space, 7 level parking structure with 29,000 square feet of government office space located in a historic district.

Description: This project continues the ongoing relationship between the City of Frederick and DESMAN Associates which has included development of the downtown parking master plan and the restoration of two parking structures. The City acted on the recommendations of the master plan, acquiring the parcel adjacent to the Frederick County Courthouse to relieve the identified parking shortfall on the western side of downtown.

As Prime Consultant, Structural Engineer of Record, and Parking Consultant, DESMAN organized stake holder meetings with the Carroll Creek Task Force, Parking Task Force, and the community at large. In addition, DESMAN presented the project to the Planning Commission and the required four hearings with the Historic District Commission.

The exterior façade of architectural precast panels and brick was designed in conformance with the Frederick Town Historic District guidelines. As part of the design process, DESMAN performed a structural system comparison study for the City, which selected cast-in-place post-tensioned concrete. During construction, DESMAN provided full-time on-site construction oversight, reporting all observations to the City.
