Features: DESMAN Associates was retained by the City of Waukegan to perform a Downtown parking study and provide the City with an understanding of how the Downtown parking situation will change over a 10 year period and what forms of action are necessary to support future development and maintain an adequate and effective parking system.

Description: Existing inventory and occupancy counts were collected in the Downtown area during the morning, afternoon and evening during a weekday and during the afternoon and evening of a weekend day. The occupancy data was organized by private, commercial, and public parkers. This provided DESMAN with an understanding of which user demands were not being satisfied at certain time periods of the day. This was needed in preparing a shared parking plan for certain parking facilities.

DESMAN Associates used data provided by the City and data collected to analyze existing and future parking conditions. Based on stakeholder interviews and an analysis of Downtown parking conditions a series of parking management issues were identified. This study addressed both the macro and micro issues related to parking in Downtown Waukegan. The City of Waukegan was provided with an understanding of how the Downtown parking situation will change over a 10 year period and what forms of action are necessary to support future development and maintain an adequate and effective parking system.
